History

- The predecassor of NIDQC was the chemical quality control department under Ministry of Health, was established in 1958 and then was changed to the qualigy control department in the national institute for materia medica (1961).
- NIDQC was official established by the decree No 03/CP dated 4th January 1977 of government and the circular letter No 31/BYT date 27th October 1971 of Ministry of Health regarding the establishment of NIDQC under Ministry of Health.

Functions and tasks:

- Controling the quality of the domestic and international drugs, drug materials and cosmetics that affect the human health.
- Researching the methods of qualification and quantification of drugs and cosmetics.
- Setting up and identifying standards of drugs and cosmetic in all levels; participating establishment and evaluation of the articles of Viet Nam pharmacopoea commission.
- Producing the chemical reference compounds and reagents using on drug control.
- Participating the management and monitoring the quality of drug and cosmetic
- Guiding the technique and profession of network of drug and cosmetic quality control.
- Training the professinal staffs for drug and cosmetic quality control.
- Disseminating the technical information of drug and cosmetic quality control.

- Branch in Ha Noi
- Sub NIDQC in Ho Chi Minh City
- Provincial center for the drug and cosmetic quality control

* NIDQL divided 2 main components:

Professinal components:

- Quality control departments including physico-chemical I and II;

+ physico-measurement,
+ medicinal plant,
+ microbiologycal,
+ pharmacological,
+ standard chemical and reference chemical production
+ standardizational department and Viet Nam pharmocopoea commission.

- Functional departments including

+ planning,
+ personal and administration,

+ equipment and management department.

* Resouces:

- Material facilities: NIDQC is equipped the modern analysis devices such as: Infrared spectrum, ultraviolet spectrum, Atomic absorption spectrum, high performance liquid chromatography, gas chromatography, gas mass spectrum, voltage titration, soluable test, aminoacid analysis, picture transmission microscope... etc...
- Technical infrastructure is repairred and upgraded to meet the need of good practices.

* Manpower:

- Staffs: 134 in which 80% graduated and postgraduated

. 1st and 2nd degree pharmacists: 28
. M.S and Ph.D: 20 (1 assistance professor)

Cadres are periodically trained and retrained in the country or foreign countries.

Some major achievements:

- Contributing significantly to assure the quality of domestic drugs:

+ Reducing the mimic drugs and drug with poor quality from 7,1% (1990-1991) to 0,06% (2000)
+ NIDQC activities have actively impact on production, storage, distribution, import and export making up the good market and stable quality.

- Establishing and evaluating more 40 chemical reference compounds in national standards using in drug control.

- Participating the establishment of the ASEAN chemical reference compounds using in drug control. This is highly considered and closely cooperated by countries in the region.

- In addition to, NIDQC analyzes chemical toxics to contribute the clarification the reasons of deaths or toxic cases. This helps the judgement and medical emergency.

International cooperation

- NIDQC is supported by WHO, Swiden SIDA
- NIDQC cooperated closely with ASEAN countries, especially in production of standard compounds and chemical reference compounds
