1. History

CIMSI was established in 1979 by ministry of health. Its predecessor is library of the indochina medical college (1904). This name was changed  in to the central medical library (1964).

2. The main functions and tasks:

2.1. Functions:

Researching and applying the information technologies in the medical library and information; providing the health and medical information; training and guiding  the library and information in the medical library and information system through the country; being the National focal point of the international relationship in the medical library and information.

2.2. Tasks:

- Researching the theory and practises upon on Scientific technology in to the medico-pharmaceutical technology and science information; Studying the role of innovation of the information technology in the health, medicine and socio-economic development.

- Searching, collecting, processing and disseminating the international and domestic medical techno-scientific information; compiling, editing, printing and publishing the journal of the medico-pharmaceutical information, the reference tools and other publications; providing the medico-pharmaceutical information for polycy makers, researching, teachers, medical and pharmaceutical practitimers and students.

- Organizing and operating the National medical library; Setting up the Vietnamese medico-pharmaceutical databases.

- Resigning, setting up and guiding the medico-pharmaceutical science science and technologies network through the country; Standardizing and setting up the organizational formation and regulation in the medico-pharmaceutical library and information.

- Training, retraining for librarians and information staffs anf users in the medical science and technology, applying informatics and informational technological applycation in medicine and health sector.

- Being the national focal point of the medical library and information: Setting up the bilateral and multilateral cooperation with govermental, non-govermental organizations an individuals in the field of medical library and  information.

- Collaborating with the multimedia organization in order to disseminating the medico-pharmaceutical information and introduce the medico-pharmaceutical achievements, which contribute to serve the people's health protection and care.

- Administrating the personnel, budget, materials and equipments as regulation and law of state of SRV; developing the international and domestic projects in the field of medico-pharmaceutical library and information to increase the finance of institute; developing the services on the information technology, publication.

3. Major achievements:

- Information services for many many users through the country. They are researchers, teacher, postgraduated, graduated students, general practitioner's, polycymakers...etc.

- Vietnamese medico-pharmaceutical databases been set up. They are big databases including: books, articles, themes.

- The medical information system through the country is established.

- The information technologies have been applied in the medico-pharmaceutical library and information activities such as: CDS/ISIS for DOS and for WINDOWS.

- 4 themes: The investigation of the information demand through the country, the medico-pharmaceutical explaination ditionary, the mesical subjiects, the database management have been completed.

- Regulary publication of the journal of the medico-pharmaceutical information monthly and medico-pharmaceutical information news week.

- The Internet services exploit and the INTRANET contribution for health sector.

- Education and training for librarians, information staffs and users.

4. International cooperation:

CIMSI is national focal point of the biomedical information of WHO and is member of the southeast medical information center / international medical foundation of Japan (SEAMIC/IMFJ).

CIMSI has relations with others countries of ASEAN, and other organizations, such as: UNPFA, WHO of WPR, UNICEF...etc.

5. CIMSI has 2 functional divisions and 3 professtional devisions as follows:

- The medical library  

- The editting and publishing division  

- The informatics division  

- The personnel management and administration division

- The planing and International relationship division

6. Resources:

* Manpower: 30 staffs in which: 25 graduated and posgraduated. Most of them are medical doctors and engineers.

* Materials:

- 15.066 books and 17.551 copies of international and domestric journals.

- Electronic databases: CD-Medline, CD-Popline, Proquest Medical Library, ExtraMed, The Domestric medico-pharmaceutical databases.

- Journal of Medico-pharmaceutical information and The medico-pharmaceutical newsweek...

- Monograph, bibliography.

- Equipments: Computers, scanner, projector.

- Softnares: CDS-ISIS for Windows and for Dos

THE NATIONAL MEDICAL LIBRARY   

I. The main tasks:

- The information applying  in the medico-pharmaceutical library organization and operation.
- Searching, collecting, processing and disseminating the Scientific and technological medico-pharmaceutical documents in the own country and in the world.
- Editing and compilling the reference tools.
- Setting up the reference appendixes, bibliography.
- Setting up the databases of the domestic and international medical information.
- Professional guiding for lower levels in title medical library and information. The Standarization of models of the medical library organization and operation.

II. Organizational structure:

III. The information resources, the way of services:

- 14.000 copies of the international and domastic books.
- 4.500 copies of 730 title of international and domastic journals and newspaper.
- 400 copies of posgraduated themes.
- CD-Proquest Medical Librarycontains 110 titles of the international journals (fulltext, since 1994).
- The appendixes system, bibliography as author, subjects, titles and abstracts.
- The medico-pharmaceutical databases in which:
+ The Vietnamese books: 1.635 records.
+ The abstracts of newspaper and periodicals: 2.100 records.
- The postgraduated themes: 400 records
- The international books: 1.000 records.
- Equipments: Computers, printers, photocopiers.
- Services with free change: Serving the users in weekdays (except saturday and sunday), from 7 am to 4.30 pm
- Business services:
+ Consultant and design of the library and the scientific information activities.
+ Education and training in the field of the library profession.
+ The technological transfer: CDS-ISIS for DOS and WINDOWS.
+ The document dublication and delivery in the paper and CD.

THE EDITING AND PUBLISHING DIVISION    

I. The main tasks:

- Searching, collecting, processing and disseminating the international and domestic scientific and technological medical information and documentation.
- Compiling and Editing, printing and publishing the medico-pharmaceutical documents and disseminating the published information via the types of the information.
- Collecting, processing, editing and publishing the journal of the medico-pharmaceutical information monthly.
- Collecting, processing, editing and publishing the medico-pharmaceutical information newsweek.
- Cooperating with other organizations of the health and medical sector in order to publishing the monographs and buletins.
- Cooperating with the multimedia to disseminate the medico-pharmaceutical information, which serves the people's health protection and care.

III. The information resources and services:

- Journal of the medico-pharmaceutical is information is published monthly contains overviews, studies, news and the postgraduated themes.
- The medico-pharmaceutical information newsweek contains the lastest international news in the health and medical sector on the Internet. A half of number of articles are translated into vietnamese. A rest news by English help users who want to pratise their English.
- The monographs with multisubjects are all aspects of the health and medical sector such as: The disaster medicine, the burn emergency and aid, the cancer, th population and family planning... etc.
- We are able to cooperate qith other organization  in the field of information searching, translating, printing and publishing as well as providing and disseminating the information rapidly and effectively.

THE INFORMATICS DIVISION    

I. The main tasks:

- Organizing and operating the information an library services on the computer and computer network.
- Training, retraining and guiding the medical information and library professions.
- Researching and applying the information technologies in the health and medical sector and the medical information and library.

II. Organizational structure:

III. Services:

- Storing and searching the information in the major databases as follow:

+ MedLine (from 1983): The biggest medical database of national medical library of America. It contains articles (abstract) of 3.800 journals of international medico-pharmaceutical information.
+ PopLine (from 1994): The population  and family planning database (abstract and some overview).
+ Proquest Medical Library: The medico-pharmaceutical database of 115 score journals (fulltexts)
+ Internet services.
+ Training the medical library and information
+ Consulting and designing the websites

PERSONEL, ADMINISTRATION AND ACCOUNT DIVISION    

I. The main functions and tasks:

- Manpower

- Staffing and assisting to director for personnel planning such as:: personnel distribution, personal record management, salary, organizational structure and security.
- Equipments and budget are national and legal managed.

PLAINING AND INTERNATIONAL RELATIONSHIP DIVISION    

I. The main functions and tasks:

- Making the plan quartly, yearly and years plan.
- Staffing to the director of institute for developing and implementing the plan made.
- Developing and evaluating the plan periodically
- Collaborating and cooperating with the other organization.
- Being the point of the international relationship on the medical library, information and publication with WHO, SEAMIC,... and the international and regional organizations and individuals.
- Managing the medical library and information profession.
- Making the projects and attracting the international and domestic invesment and donation in order to modernize the medical library and information activities. Serving the people's health protection and care.
